In order to further expand the scope of government procurement of energy-saving products and increase government procurement efforts for energy-saving products, according to the “Notice of the General Office of the State Council on Establishing a System of Compulsory Purchase of Energy-saving Products by the Government” (Guobanfa [2007] No. 51) and the Ministry of Finance and the Development Reform The Ministry of Finance and the National Development and Reform Commission have made continuous adjustments to the issued "Energy-saving Products Government Procurement List", including the "Construction of Energy-Saving Products Government Procurement Opinions" (Treasury [2004] No. 185). The fluorescent products such as end fluorescent lamps, self-ballasted fluorescent lamps, single-end fluorescent lamps, and tubular fluorescent ballasts are listed on the government procurement list on the premise of energy conservation certification.

The "Energy-saving Products Benefiting the People's Project" has been implemented by the National Development and Reform Commission and the Ministry of Finance since May 2009. It aims to pass the fiscal subsidies to the top ten or more air-conditioners, refrigerators, flat-panel TVs, and washing machines. Efficient energy-saving products are promoted, including the efficient lighting products, energy-saving and new energy vehicles that have been implemented. The production company sells at the post-subsidy price, directly benefiting the user. This approach allows users not only to enjoy the benefits of energy savings from the use of energy-efficient products, but also to directly enjoy the direct economic benefits brought about by the reduction in procurement costs.

As one of the important areas of energy-saving products, the government has always attached great importance to the promotion of efficient lighting products. In December 2007, the Ministry of Finance and the National Development and Reform Commission issued the "Notice on Printing and Distributing Interim Measures for the Administration of Subsidies for the Promotion of High-Efficiency Lighting Products" (Caijian [2007] No. 1027), which supports efficient lighting products through financial subsidies. Replace incandescent lamps and other inefficient lighting products in use, accelerate the promotion of efficient lighting products. Since 2008, 50% and 30% of state financial subsidies have been granted to urban and rural residents and large-scale users to purchase and use high-efficiency lighting products. Since then, the National Development and Reform Commission and the Ministry of Finance and Economic Development Department jointly entrusted the China National Electronics Import and Export Corporation to carry out domestic open tenders for the “high-efficiency lighting product promotion project” and determine the high-efficiency lighting product promotion enterprise, product specification model and agreement supply price.

The introduction of the LED energy saving certification rules provides effective measures for the promotion and application of LED protection and implementation basis. Industry experts recommend that enterprises should pass the China Quality Certification Center's China energy conservation product certification as soon as possible in order to strive to enter the "energy saving products Huimin "Prepare the project" and "government procurement list of energy-saving products" to make preparations for the bid, to obtain government subsidies, and to promote the use of the product as soon as possible.
