The notified laws and regulations set a higher threshold for directional lights and LED lighting products in the country of entry. This will significantly increase the production costs of LED lighting products that enter the multinational markets in Europe and America and will have a major impact on the LED industry in the entire province and even the whole country.

The WTO/TBT Center of the Guangdong Provincial Quality Supervision Bureau pointed out that some of the newly announced TBTs have proposed higher and stricter requirements for the directional lights and LED lighting products of the country of entry to cover energy conservation, environmental protection, and eco-design. For example, the European Union put forward high energy efficiency requirements for directional lights and LED lights. The notified regulation requires that only directional LED lamps and directional fluorescent lamps with an energy efficiency index of more than 0.2 can enter the EU market, directly leading to a production cost increase of more than 20%, and a total loss of more than RMB 2 billion for LED companies in Guangdong.

In addition, such as the LED test program notified by the United States, according to preliminary estimates, the LED test program reported by the United States will only bring additional costs of more than 2 billion yuan to LED export enterprises in Guangdong Province, which will greatly weaken the LED of our province. Lighting products in the United States market competitiveness.

According to the WTO/TBT Center of Guangdong Province Quality Supervision Bureau, TBT notifications related to LED lamps and lanterns have been researched and reviewed in many European and American countries, and countermeasures have been proposed.

The advisory council also suggested that the provincial government should increase its policy and financial support for the development of technical barriers to foreign trade, and set up the Guangdong Province to deal with technical trade barriers and strengthen the standardization of LED products.
