The State Council recently formally approved the "12th Five-Year Plan" for the "Development of the Western Region" organized by the National Development and Reform Commission. According to the "Planning," during the "Twelfth Five-Year Plan" period, the western region will continue to place priority on infrastructure construction and will actively develop the modern energy industry. Unblocking the energy channel and speeding up the transformation of rural power grids are the key elements of the “planning”.

The "Planning" pointed out that during the "12th Five-Year Plan" period, the western region will continue to prioritize infrastructure construction and accelerate the construction of a modern infrastructure system that is moderately advanced, functionally supported, safe and efficient. In the section entitled “Changtong Energy Channel”, “Planning” pointed out that it is necessary to continue to increase the transmission of power from the west to the east, promote the construction of cross-regional power transmission projects, optimize and perfect the regional and provincial power grids, and comprehensively improve the comprehensive power supply capacity and reliability. Actively promote the construction of power exchange hubs in Southwest China.

"Planning" pointed out that we must speed up the development of modern energy industry. In terms of coal development and transformation, we encourage the development of clean, efficient, large-capacity coal-fired generators, speed up the construction of large coal-fired power stations and power transmission corridors, and promote the development of coal-electricity integration. "Planning" emphasizes the need to vigorously develop renewable energy and new energy sources, including the orderly promotion of the construction of large-scale hydropower stations in key river basins in the southwest region and the upper reaches of the Yellow River, and the construction of thousands of kilowatt-class wind power bases such as Mengxi, Mengdong, Jiuquan of Gansu, and Hami of Xinjiang. During the "Twelfth Five-Year Plan" period, the State Grid Corporation of China will give full play to its advantages and serve the development of a new round of western energy industry. In 2015, the State Grid Corporation of China will build a “three vertical and three horizontal” UHV grid structure. At that time, the role of the power grid in the integrated energy transportation system will be significantly improved, and it will also better meet the requirements for the construction of large-scale energy bases in the western region and the transfer of large amounts of clean energy.

The "planning" pointed out that we must speed up the new round of rural power grid reconstruction and the same price of urban and rural power grids, strengthen the construction of rural electrification counties, properly develop renewable energy such as small hydropower, solar energy and wind power, and solve the problem of power consumption in villages without electricity. . In three years or so, the unreconstructed rural power grids will be completely transformed. The power supply zone will basically realize “powering on households”, and basically solve the problems of Tibet, Qinghai, Sichuan, Yunnan, Xinjiang, and other provinces and regions that are far away from the power grid and live scattered about 1.2 million people without electricity.
